Childcare Access for Retention and Employment
Welcome to North Coast CARE
The North Coast CARE Program, administered by the Lorain County Chamber of Commerce through a grant from the Ohio Department of Children and Youth (DCY), is a transformative public-private partnership designed to make childcare affordable for employees while boosting business success. By partnering with high-quality childcare providers, we help businesses offer a valuable childcare benefit that enhances employee retention, recruitment, and satisfaction, while ensuring children aged 0–13 are cared for in safe, nurturing environments that prepare them for kindergarten.
Program Highlights
Affordable Childcare Benefit:
- Through September 30, 2026: Businesses contribute $200 per eligible child per month, matched by a $200 State contribution, providing a total benefit of $400 per child per month.
- October 1, 2026 – December 31, 2026: Businesses contribute $250 per child per month, with a $150 State match, totaling $400 per child per month.
- After December 31, 2026: Businesses cover the full cost unless funding is extended by the State or other sources.
Limited Enrollment: Due to grant funding, the program is capped at 100 children at any time. Enrollment is first-come, first-served, with a waitlist if capacity is reached.
Eligibility:
- Employees: Must have children aged 0–13 and not receive other state-sponsored childcare assistance (e.g., Publicly Funded Childcare, Child Care Choice Vouchers, Early Childhood Education Grants).
- Childcare Providers: Must maintain a Silver rating or higher in Ohio’s Step Up to Quality (SUTQ) program.
- Businesses and Providers: Must be members in good standing of the Lorain County Chamber of Commerce or their local chamber.

How It Works
- Enroll Your Business: Sign Memoranda of Understanding (MOUs) with the Chamber and a participating SUTQ Silver or Gold rated childcare provider.
- Identify Eligible Employees: HR submits Employee Enrollment Forms for employees with children aged 0–13 who are not receiving state-sponsored childcare assistance.
- Manage Payments: Pay $200 (or $250 from October 2026) per child per month to the childcare provider. The Chamber facilitates the State’s matching contribution.
- Stay Engaged: Notify the Chamber and provider of any changes (e.g., employee termination, child unenrollment) within 5 business days.
Note: With only 100 spots available, prompt enrollment is critical to secure this benefit for your employees.
